One way to do vacation messages is with sieve, which OS X Server already comes with and avelsieve. Your users then simply have to enable it through SquirrelMail:

There is also a plug-in for SquirelMail that provides Autoresponse and Forwarding, which gives you Vacation message functionality. Local User Autoresponder and Mail Forwarder
